THOMAS NEUMANN

Mr. Neumann is a senior attorney with The Moster Law Firm.  Prior to joining the firm he was General Counsel for Humble Independent School District.  Prior to that Mr. Neumann worked as an Assistant Chief Counsel for the Department of Homeland Security, and he founded the non-profit law firm Western States Legal Assistance Resources where he was CEO and General Counsel.  Mr. Neumann has been both a state and federal prosecutor as well as a criminal defense attorney, and has many years of experience in civil litigation representing both plaintiffs and defendants.  He has been an officer in the Army National Guard for 16 years, with multiple military mobilizations and deployments, including to Guantanamo Bay, Cuba and Kandahar, Afghanistan.  He is currently assigned as the Brigade Judge Advocate for the 36th Combat Aviation Brigade in Austin, TX.

Mr. Neumann graduated from California State University, Stanislaus with a BA in Criminal Justice in 1996 as a member of the CSUS Honors Program.  In 2001, Mr. Neumann received his JD from Thomas Jefferson School of Law in San Diego, CA, where he was on Law Review, and was awarded his LL.M. in Alternative Dispute Resolution from Chapman University, Fowler School of Law in 2017.  Mr. Neumann is also a 2019 graduate of the Gerry Spence Trial Lawyers College at Thunderhead Ranch in Dubois, Wyoming.

He is licensed to practice law in both Texas and California and has been admitted to practice before the United States Supreme Court, the 9th and 10th Circuit Courts of Appeal, multiple federal district courts, the U.S. Army Court of Criminal Appeals, and the Court of Appeals for the Armed Forces.

In addition to his work as an attorney, Mr. Neumann has been a licensed Private Investigator for over 10 years, and a licensed Real Estate Broker for more than 15 years.  He is a member of the Association of Certified Fraud Examiners, the Guantanamo Bay Bar Association, and the VFW.  Before becoming an attorney, Mr. Neumann worked as a substitute teacher in the Juvenile Court and Community Schools in San Diego, CA.
