D. STEPHEN AMLAND

D. Stephen Amland brings more than thirty years of litigation and legal experience to The Moster Law Firm, where he serves as Senior Associate in the firm’s Dallas office. His career spans civil litigation, criminal prosecution, public entity law, and telecommunications rights-of-way, with practice before state and federal courts in New Mexico. Earlier in his career, Mr. Amland served as Grant County Attorney in New Mexico, where he managed a broad civil and criminal docket and tried cases to verdict. He subsequently served as an Assistant District Attorney in the Third Judicial District before moving into state government, where he provided legal counsel to public entities operating under the New Mexico Economic Development Department. He is licensed to practice law in Texas and Nebraska.

In recent years, Mr. Amland spent nearly a decade managing rights-of-way agreements for Verizon and MCI, negotiating and drafting the agreements that govern telecommunications infrastructure access across multiple jurisdictions. That work gave him a detailed understanding of contract structure, regulatory compliance, and the practical demands of high-volume transactional work under deadline.

Mr. Amland holds a certificate in Generative AI for Business Applications from the McCombs School of Business at the University of Texas at Austin. He is committed to the responsible integration of AI tools in legal practice and brings that perspective to his work on behalf of clients. Outside the office, he is an avid traveler who has explored destinations across Europe, Africa, and Central Asia, and has his sights set on South America and East Asia next.
